PRODUCTION AND CIRCULATION OF ORGANIC PRODUCTS IN THE REPUBLIC OF BELARUS

WITH 18 November 2019 g. the Law of the Republic of Belarus from 9 November 2018 g. № 144-3 "On the production and circulation of organic products", developed taking into account international experience in the development of organic agriculture.

The law aims to:

- development of production of organic products in the Republic of Belarus and provision of it to the population;

- reducing the negative impact of chemically synthesized agents on the environment and human health;

- development of small and medium-sized businesses;

- increasing the export potential of agricultural products.

The purpose of the Law is the development of the production of organic products in the Republic of Belarus to provide the population with such products, export sales, as well as the conservation and rational use of natural resources in the production and handling of organic products.

The law gives definitions to the basic terms, such as "organic products", "Organic producer", "Organic production".

Organic products - vegetable products, animal and microbial origin, intended for human consumption or use as animal feed, raw food, intended for food production, seed, resulting from the production of organic products.

Organic production - activities to create, processing of organic products in compliance with the requirements for organic production processes, established by this Act, technical normative legal acts, international treaties of the Republic of Belarus, as well as international legal acts, components of the right to the Eurasian Economic Union.

The Law defines the principles of organic production:

voluntariness in choosing the direction of production;

assist in building a culture of healthy eating;

use of land, water bodies and (or) parts thereof using methods, methods and technologies, allowing to produce organic products.

The Ministry of Agriculture and Food, together with other state bodies, has developed and adopted a number of regulatory legal acts to implement the provisions of the Law.

Created and accredited national certification bodies:

  • RUE "Scientific and Practical Center of the National Academy of Sciences of Belarus for Food" - product certification body;
  • RUE "Belarusian State Institute of Metrology" - a body for certification of products and services.

Certification bodies cover all categories of organic products and their production processes.

In order to provide state support to producers of organic agricultural products, amendments have been made to the Decree of the President of the Republic of Belarus dated 17 July 2014 g. № 347 "On state agrarian policy".

List of national events, which can be financed from local budgets, supplemented by the event "Compensation to subjects, carrying out activities in the field of agro-industrial production, expenditures (part of the costs) to assess the conformity of organic products produced in the Republic of Belarus and their production processes to technical requirements " (Decree of the President of the Republic of Belarus from 9 July 2020 g. № 262 "On changing the decrees of the President of the Republic of Belarus").

Simultaneously, The law does not preclude legal entities or individuals, including individual entrepreneurs to produce organic products in the Republic of Belarus and certify them according to the directives (Regulations) The European Union.

AT 2020 is engaged in organic production for about 28 business entities, certified by about 1600 hectares of agricultural land. Organic products are partially sold within the republic and in foreign markets (the Russian Federation, EU countries), and is also stored and processed by business entities.
